To find the Bull Mural, head to the Tombs section of the map, accessible from the spawn area after you move the door to the tomb, revealing the room where the puzzle awaits.
Before tackling the Bull Mural puzzle, ensure you've Pack-a-Punched your gun and defeated a Shock Mimic to obtain a Monocle. This item is essential for the subsequent steps in assembling the Ice Staff. Once you have the Monocle, proceed to the rightmost side of the tomb area, where you'll notice purple lanterns.
Your next task is to shoot all the purple lanterns in the area until the light in front of the Bull Mural starts to glow.
