First, complete the "Where Winds Return to Celestial Realms" quest in Wuthering Waves. This exploration quest, set in the Shores of Last Breath, involves straightforward combat challenges. While achievable in one session, it requires dedicated time to complete. This quest is crucial; the boss arena remains inaccessible until its completion.
Second, discover all Dream Patrols in the Shores of Last Breath. Completing them isn't necessary; simply locating them on your map suffices. Once discovered, a message will confirm Nightmare Tempest Mephis' appearance, allowing you to engage the boss at the location shown in the image above.
